Notice of Jinan urban and Rural Construction Committee on vigorously promoting housing industrialization technology in new commercial housing projects

According to the Ministry of housing construction and the Ministry of housing construction, we will further improve the efficiency of urban and rural construction《 According to the relevant provisions of the regulations of Shandong Province on the administration of real estate development and operation and the measures of Shandong Province on the record of comprehensive acceptance of completed real estate development projects, the relevant matters are hereby notified as follows:

1、 If the development enterprise chooses more than four of the Seven industrialized products of prefabricated composite floor, prefabricated interior wall, prefabricated exterior wall, prefabricated staircase, prefabricated integral toilet, steel structure and prefabricated shear wall to be applied in the project construction, it can be identified as adopting prefabricated building technology. All new commercial housing projects in the urban area of our city should actively adopt prefabricated construction technology for development and construction, and the proportion of its construction area in the total construction area of the project (assembly rate) will reach 10% in 2013, 20% in 2014 and 30% in 2015.

2、 After the real estate development enterprises sign the land transfer contract and before the approval of the planning scheme, they should get the notice of performance identification requirements (residential industrialization requirements) of the project from the municipal urban and Rural Development Commission (hereinafter referred to as the "notice"). The notice shall include the following contents:

(1) Assembly rate requirements.

(2) Performance qualification level requirements.

(3) Other housing industrialization requirements.

3、 The municipal urban and Rural Development Commission shall check the implementation of relevant requirements in the notice of design drawings during the joint examination of construction drawings.

4、 When the development enterprise adopts the prefabricated construction technology, it should report the application of the prefabricated construction technology and relevant technical standards to the quality and safety supervision department. The construction unit should organize the construction according to the technical standards, and the supervision unit should implement the supervision according to the technical standards to ensure the quality and safety of the project.

5、 The development enterprise shall carry out the project construction according to the requirements of the notice, and the prefabricated component production enterprise shall organize relevant professionals to provide technical guidance for the whole process of the construction and installation of the prefabricated components used in the project.

6、 When the comprehensive acceptance notice of urban and rural development projects is implemented, the Municipal Development Commission shall verify the relevant materials for the record.

7、 In order to encourage the development enterprises to actively apply the prefabricated building technology, improve the assembly rate, and reduce the increased construction cost due to the adoption of prefabricated building technology in the early stage, the following supporting measures are formulated:

(1) The project construction is encouraged to be contracted according to the integration of design, component production, construction and installation; when bidding for the project, the bidder with prefabricated construction experience will be given priority to win the bid under the same conditions.

(2) The manufacturer of prefabricated components should be regarded as one of the construction units, and enjoy the pension policy of construction enterprises.

(3) The investment of prefabricated components invested in the development and construction of the development enterprise is included in the total investment of the project construction, which is used as the basis for handling the commercial housing pre-sale license.

(4) According to the assembly rate and performance evaluation results, the proportion of funds allocated to supervision nodes of project pre-sale funds should be appropriately increased.

(5) If all the walls are prefabricated, 100% of the wall reform fund will be returned.

(6) Give priority to participate in the selection and evaluation of various engineering and construction fields, and apply for national green building and comfortable housing demonstration projects.

This notice shall be implemented as of the date of issue.
