In order to thoroughly implement the scientific outlook on development, effectively change the mode of urban and rural construction and the development mode of the construction industry, improve the efficiency of resource utilization, achieve the binding goal of energy conservation and emission reduction, actively respond to global climate change, build a resource-saving and environment-friendly society, improve the level of ecological civilization, and improve the quality of people's life, this action plan is formulated.

1、 Fully understand the significance of green building action

Green building is a kind of building that can save resources, protect environment and reduce pollution to the greatest extent, provide people with healthy, applicable and efficient use space, and coexist harmoniously with nature in the whole life of the building. Since the 11th five year plan, China's green building work has achieved remarkable results. The heating metering and energy-saving transformation of existing buildings have exceeded the targets of the 11th five year plan, the implementation rate of energy-saving standards for new buildings has been greatly improved, the application scale of renewable energy buildings has been further expanded, and the energy-saving supervision system for state office buildings and large public buildings has been initially established. However, it also faces some prominent problems, such as extensive urban and rural construction mode, high energy consumption and low utilization efficiency, emphasizing scale over efficiency, appearance over quality, reconstruction over management, and building service life far lower than design service life.

We should carry out green building action, guide urban and rural construction with green, circular and low-carbon concepts, strictly implement mandatory standards for building energy efficiency, solidly promote energy-saving transformation of existing buildings, intensively use resources, improve safety, comfort and health of buildings, change urban and rural construction mode, break bottleneck constraints of energy resources, improve people's production and living conditions, and cultivate energy-saving talents Environmental protection, new energy and other strategic emerging industries are of great significance and role. We should take the green building action as an important part of implementing the scientific outlook on development and vigorously promoting the construction of ecological civilization, grasp the historical opportunity of China's urbanization and new rural construction to accelerate the development, effectively promote urban and rural construction on the green, circular and low-carbon scientific development path, and promote the comprehensive, coordinated and sustainable development of economy and society.

2、 Guiding ideology, main objectives and basic principles

(1) Guiding ideology.

Under the guidance of Deng Xiaoping theory, the important thought of "Three Represents" and the scientific outlook on development, we should integrate ecological civilization into the whole process of urban and rural construction, firmly grasp the important strategic opportunity period of urbanization and new rural construction, establish the concept of life cycle, practically change the mode of urban and rural construction, improve the efficiency of resource utilization, and reasonably improve the comfort of buildings We will comprehensively promote green building action in design, standards and specifications, technology promotion, construction and operation, and industrial support, and accelerate the construction of a resource-saving and environment-friendly society.

(2) Main objectives.

1. New buildings. Mandatory energy saving standards are strictly implemented for new urban buildings. During the 12th Five Year Plan period, 1 billion square meters of new green buildings will be built; by the end of 2015, 20% of new urban buildings will meet the requirements of green building standards.

2. Energy saving reconstruction of existing buildings. During the 12th Five Year Plan period, more than 400 million square meters of heating metering and energy-saving transformation of existing residential buildings in northern heating areas, 50 million square meters of energy-saving transformation of existing residential buildings in hot summer and cold winter areas, 120 million square meters of energy-saving transformation of public buildings and office buildings of public institutions were completed, and 400000 sets of energy-saving demonstration of rural dilapidated buildings were implemented. By the end of 2020, the energy-saving transformation of urban residential buildings with transformation value in northern heating areas will be basically completed.

(3) Basic principles.

1. Comprehensively promote and highlight key points. We will comprehensively promote the green development of urban and rural buildings, focus on government invested buildings, affordable housing and large public buildings, take the lead in implementing green building standards, and promote the energy-saving transformation of existing residential buildings in northern heating areas.

2. Adjust measures to local conditions and give classified guidance. According to the economic and social development level, resource endowment, climate conditions and building characteristics of each region, the standard system, development planning and technical route of green building should be established and improved, and relevant policies and measures should be formulated.

3. Government guidance and market promotion. We should standardize the behavior of market subjects by means of policies, planning and standards, comprehensively use economic means such as price, finance and taxation, give full play to the basic role of market in allocating resources, create a market environment conducive to the development of green buildings, and stimulate the endogenous power of market subjects in the design, construction and use of green buildings.

4. Based on the present and long-term. In order to avoid blind high investment and resource consumption, we should establish the concept of building life cycle, comprehensively consider the input-output benefits, select reasonable planning, construction scheme and technical measures.

3、 Key tasks

(1) Do a good job in energy conservation of new buildings.

1. Do a good job in urban and rural construction planning scientifically. In the construction of new urban areas, the renewal of old cities and the transformation of shantytowns, we should take green, energy saving and environmental protection as the guiding ideology, establish an index system including the proportion of green buildings, ecological and environmental protection, public transportation, renewable energy utilization, land intensive utilization, renewable water utilization, waste recycling and other contents, and bring it into the overall planning, regulatory detailed planning and constructive detailed planning Planning and special planning, and implement to specific projects. Do a good job in the connection between urban and rural construction planning and regional energy planning, and optimize the integrated utilization of energy system. Priority should be given to urban and rural wasteland for construction land, and underground space should be actively developed and utilized. Actively guide the construction of green ecological city and promote the large-scale development of green buildings.

2. Vigorously promote the development of cities and towns. Since 2014, green building standards have been fully implemented in government invested state organs, schools, hospitals, museums, science and technology museums, gymnasiums and other buildings, affordable housing in municipalities directly under the central government, cities with separate planning and provincial capitals, and large public buildings with a single building area of more than 20000 square meters, such as airports, stations, hotels, restaurants, shopping malls and office buildings. Actively guide commercial real estate development projects to implement green building standards, and encourage real estate development enterprises to build green residential areas. We will earnestly promote the construction of green industrial buildings. The departments of development and reform, finance, housing and urban rural construction should revise the project budget and construction standards, and the provincial people's governments should formulate the quota and cost standards of green building projects. We will strictly implement the energy-saving evaluation and review system for fixed asset investment projects, and strengthen the review of the implementation of green building standards for large-scale public building projects. Strengthen the management of green building evaluation signs, strengthen the supervision of planning, design, construction and operation.

3. Actively promote the construction of green rural housing. Housing, urban and rural construction, agriculture and other departments at all levels should strengthen the overall planning and management of rural village construction, formulate guidance on green and ecological development of villages and towns, compile Atlas of green construction and transformation promotion of rural housing, technical guide for green building of villages and towns, and provide technical services free of charge. We will vigorously promote energy-saving technologies for rural houses, such as solar energy heat utilization, thermal insulation of building envelope, firewood and coal-saving stoves, and energy-saving Kang; earnestly promote the utilization of biomass energy, develop large and medium-sized biogas, and strengthen operation management and maintenance services. Scientifically guide rural housing to implement building energy efficiency standards.

4. Strictly implement the mandatory standards for building energy conservation. Housing and urban rural construction departments should strictly control the planning and design, strengthen the review of architectural design plan and construction drawings, and 100% meet the requirements of energy-saving standards in urban architectural design stage. Strengthen the supervision and inspection in the construction stage, ensure the quality and safety of the project, and effectively improve the implementation rate of energy saving standards. The special acceptance of building energy conservation shall be strictly enforced. For buildings that fail to meet the requirements of mandatory standards, the completion acceptance report shall not be issued, and the buildings shall not be put into use and forced to be rectified. Encourage the implementation of building energy efficiency standards with higher energy efficiency level in areas where conditions permit.

(2) Energetically promote the energy-saving transformation of existing buildings.

Speed up the implementation of "greenhouse" project. Focusing on the renovation of building envelope, heat metering and heat balance of pipe network, we will vigorously promote the heat metering and energy-saving renovation of existing residential buildings in northern heating areas. During the 12th Five Year Plan period, we will complete more than 400 million square meters of renovation, and encourage areas with conditions to exceed the task.

2. Actively promote the energy-saving transformation of public buildings. Carry out energy-saving transformation of air-conditioning, heating, ventilation, lighting, hot water and other energy consumption systems in large-scale public buildings and office buildings of public institutions to improve energy efficiency and management level. The contract energy management mode is encouraged to be adopted for transformation, and the project is rewarded according to energy saving. We will continue to promote the construction of energy-saving public buildings in key cities. During the 12th Five Year Plan period, 60 million square meters of public buildings and 60 million square meters of office buildings of public institutions have been completed.

3. Carry out pilot projects of residential building energy-saving transformation in hot summer and cold winter and hot summer and warm winter areas. We will focus on building energy-saving retrofit in hot winter, cold summer and natural ventilation. During the 12th Five Year Plan period, more than 50 million square meters of reconstruction have been completed.

4. Innovate the working mechanism of energy-saving reconstruction of existing buildings. Do a good job in the investigation and statistics of the energy-saving transformation of existing buildings, and formulate specific transformation plans. In the comprehensive transformation of the old city, the renovation of urban appearance, and the seismic reinforcement of existing buildings, the energy-saving transformation should be carried out simultaneously in the areas where conditions permit. To formulate the transformation plan, we should fully listen to the opinions of all parties concerned, and ensure the public's right to know, to participate and to supervise. With the permission of conditions and the consent of the owner, the energy-saving transformation is carried out by adding floors and expanding capacity. Adhere to the people-oriented principle, effectively reduce disturbance to residents, and actively promote industrialization and standardized construction. Housing and urban rural construction departments should strictly implement the responsibility system of project construction, strictly control the planning, design, construction, materials and other key points to ensure the safety, quality and efficiency of the project. After the completion of the energy-saving reconstruction project, the building energy efficiency evaluation should be carried out, and those failing to meet the requirements should not pass the completion acceptance. Strengthen publicity, fully mobilize the enthusiasm of residents for energy saving transformation.

(3) Carry out the transformation of urban heating system.

In order to improve the heat source efficiency and the heat preservation performance of the pipe network, optimize the system regulation capacity and improve the heat balance of the pipe network, the energy-saving transformation of the urban heating system in the northern heating areas should be implemented. We will merge small coal-fired heating boilers with low energy efficiency and high pollution, and promote heating technologies such as cogeneration, high-efficiency boilers and industrial waste heat utilization according to local conditions. The technology of "absorption heat pump" and "absorption heat exchange" should be popularized to improve the transportation capacity of central heating network. Carry out the transformation of the old urban heating pipe network system to reduce the heat loss of the pipe network and the power consumption of the circulating water pump.

(4) Promote the large-scale application of renewable energy buildings.

Actively promote the application of renewable energy such as solar energy, shallow ground energy and biomass energy in buildings. In areas with suitable solar energy resources, compulsory promotion policies and technical standards of solar thermal building integration should be issued before 2015 to popularize the use of solar hot water and actively promote passive solar heating. Research and improve the building photovoltaic power grid policy, accelerate the research and development of microgrid technology and engineering demonstration, and steadily promote the application of solar photovoltaic in buildings. Reasonable development of shallow geothermal energy. The Ministry of Finance and the Ministry of housing and urban rural development have studied and determined the list of suitable areas for large-scale application of renewable energy buildings. By the end of 2015, 2.5 billion square meters of renewable energy building application area will be added, and the proportion of renewable energy consumption in the total building energy consumption in the demonstration area will reach more than 10%.

(5) Strengthen the management of energy conservation in public buildings.

We will strengthen the work of energy consumption statistics, energy audit and energy consumption publicity of public buildings, promote sub item measurement and real-time monitoring of energy consumption, and promote the construction of energy-saving and water-saving supervision platform for public buildings. We will establish a sound energy audit, energy efficiency publicity and energy consumption quota management system for public institutions, and strengthen the construction of energy consumption monitoring and energy conservation supervision system. To avoid duplication of monitoring platform construction. For the newly-built, reconstructed and expanded office buildings of state organs and large-scale public buildings, it is necessary to evaluate and mark the energy utilization efficiency. Study and establish the energy utilization report system of public buildings, organize and carry out energy efficiency benchmarking activities in shopping malls, hotels, schools, hospitals and other industries. The quota management of energy consumption (electricity consumption) of large public buildings shall be implemented, and the punitive price shall be implemented for the excessive energy consumption (electricity consumption). The owners and owners of public buildings should strengthen the management of energy utilization and strictly implement the air conditioning temperature control standard of public buildings. Research and carry out the pilot of energy-saving trading in public buildings.

(6) Accelerate the development and promotion of green building related technologies.

Science and technology departments should study and establish green building science and technology development projects, speed up the research and development of common and key technologies of green building, focus on the technologies of energy-saving transformation of existing buildings, application of renewable energy buildings, comprehensive utilization of water saving and water resources, green building materials, waste recycling, environmental quality control, and improvement of building durability, and strengthen the technical standards and specifications of green building Research and carry out integrated demonstration of green building technology. Relying on institutions of higher learning and scientific research institutions, we will accelerate the construction of green building engineering technology center. The departments of development and reform, housing and urban rural construction should compile the catalogue of key technologies for green building, promote mature technologies such as natural lighting, natural ventilation, sunshade, high-efficiency air conditioning, heat pump, rainwater collection, large-scale utilization of reclaimed water and sound insulation according to local conditions, and speed up the popularization of high-efficiency and energy-saving lighting products, fans, water pumps, water heaters, office equipment, household appliances and water-saving appliances.

(7) Vigorously develop green building materials.

According to local conditions, local materials, combined with local climate characteristics and resource endowments, vigorously develop safe and durable, energy saving and environmental protection, convenient construction of green building materials. Accelerate the development of building thermal insulation system and materials with good fire and heat insulation performance, and actively develop sintered hollow products, aerated concrete products, multi-functional composite integrated wall materials, integrated roof, low radiation coated glass, broken bridge thermal insulation doors and windows, sunshade system and other building materials. To guide the development and utilization of high-performance concrete and high-strength steel, by the end of 2015, the amount of concrete with standard compressive strength above 60 MPa will reach 10% of the total amount, and the amount of hot-rolled ribbed steel with yield strength above 400 MPa will reach 45% of the total amount. Vigorously develop ready mixed concrete and ready mixed mortar. We will further promote the innovation of wall materials, restrict the use of clay products in urban areas, and prohibit the use of solid clay bricks in county towns. Development and reform, housing and urban-rural construction, industry and information technology, and quality inspection departments should study and establish a green building materials certification system, compile a green building materials product catalog, and guide and standardize market consumption. The departments of quality inspection, housing and urban rural construction, industry and information technology should strengthen the quality supervision and inspection of the production, circulation and use of building materials, and put an end to the entry of substandard building materials into the market. Actively support the development of green building materials industry, organize and carry out the demonstration of green building materials industrialization.

(8) Promote the industrialization of construction.

Housing, urban and rural construction and other departments should speed up the establishment of a standard system to promote the design, construction, parts production and other aspects of building industrialization, promote the standardization of structural parts, parts and components, enrich the types of standard parts, and improve the universality and replaceability. We should promote prefabricated concrete, steel structure and other building systems suitable for industrial production, accelerate the development of prefabrication and assembly technology of construction projects, and improve the integration level of building industrialization technology. Support the construction of industrial base integrating design, production and construction, and carry out demonstration pilot of industrial buildings. We should actively promote the full decoration of residential buildings, encourage new residential buildings to be decorated at one time or in menu style, and promote the integration of personalized decoration and industrialized decoration.

(9) Strict management procedures of building demolition.

Strengthen the management of urban planning and maintain the seriousness and stability of planning. The urban people's government and the owners and users of buildings should strengthen the management of building maintenance. Buildings that meet the standards of urban planning and engineering construction and are within the normal service life shall not be demolished at will except for the needs of basic public interests. Demolition of large public buildings, according to the relevant procedures in advance to the public for advice, accept social supervision. Housing and urban-rural construction departments should study and improve the relevant management system of building demolition, and explore the implementation of building scrapping demolition audit system. For illegal demolition, relevant units and personnel shall be investigated for responsibility according to law and regulations.

(10) Promote the resource utilization of construction waste.

Implement the responsibility system of construction waste treatment, and collect, transport and treat construction waste according to the principle of "who produces, who is responsible". The departments of housing and urban rural construction, development and reform, finance, industry and information technology should formulate implementation plans, promote the centralized treatment and hierarchical utilization of construction waste, accelerate the R & D and promotion of technology and equipment for the resource utilization of construction waste, formulate technical standards for the comprehensive utilization of construction waste, carry out the demonstration of the resource utilization of construction waste, and study and establish the identification of renewable products of construction waste System. Local governments at or above the local level should be responsible for the centralized utilization of construction waste.

4、 Safeguard measures

(1) Strengthen target responsibility.

The goals and tasks of green building action should be scientifically decomposed to the provincial people's government, and the completion of green building action goals and the implementation of measures should be included in the provincial people's government's Responsibility Evaluation System for energy conservation goals. The implementation of this action plan should be incorporated into the performance appraisal system, and the appraisal results should be taken as an important part of the comprehensive appraisal and evaluation of leading cadres. The responsibility system and accountability system should be implemented, and the units and personnel who have made outstanding contributions should be commended.

(2) Increase policy incentives.

Study and improve financial support policies, continue to support the construction of green buildings and green ecological city, energy-saving transformation of existing buildings, energy-saving transformation of heating system, application of renewable energy in buildings, and study and formulate policies and measures to support the development of green building materials, resource utilization of construction waste, construction industrialization, and basic capacity-building. Financial funds will be given to the buildings that reach the national green building evaluation standard of two stars or above. The Ministry of Finance and the State Administration of taxation should study and formulate preferential tax policies to encourage real estate developers to build green buildings and guide consumers to buy green houses. To improve and perfect the financial services for green buildings, financial institutions can give appropriate preferential interest rates to consumers who buy green houses. Land and resources departments should study and formulate policies to promote the development of green buildings in land transfer, housing and urban rural construction departments should study and formulate policies on plot ratio reward, and in the planning conditions of land bidding, auction, listing and transfer, the proportion of construction land for green buildings should be clear.

(3) Improve the standard system.

It is necessary to improve the standard of urban and rural construction. We will improve the green building evaluation standard system, speed up the formulation (Revision) of energy-saving buildings and green building evaluation standards suitable for different climate zones and different types of buildings, complete the revision of green building evaluation standards in 2013, improve the evaluation standards for residential buildings, office buildings, shopping malls and hotels, and introduce the evaluation standards for schools, hospitals, airports, stations and other public buildings. As soon as possible, formulate (revise) the standards of green building related engineering construction, operation management and energy management system, and formulate the technical guidelines and standard system of green building regional planning. Housing and urban rural construction, development and reform departments should study and formulate the building energy consumption quota based on the actual energy consumption situation, covering different climate zones and different types of buildings, improve the standard system of green building materials together with industry, information technology, quality inspection and other departments, study and formulate the limit standard of harmful substances in building decoration materials, and formulate relevant standards and specifications for the comprehensive utilization of construction waste.

(4) Deepen the reform of urban heating system.

Housing and urban-rural construction, development and reform, finance, quality inspection and other departments should vigorously promote charging according to heat metering, and supervise various regions to introduce and improve heating metering prices and charging methods. Strictly implement the two-part heating price. New buildings and existing buildings that have completed the heat metering transformation are all charged according to the heat metering, and the heating subsidy is changed from "implicit subsidy" to "explicit subsidy". If it is difficult to implement household metering, it is necessary to study the charging method according to the heating quantity of residential areas or buildings. Implement the linkage system of heat price, coal price and gas price, and provide heating subsidies for low-income households. Accelerate the reform of heating enterprises, promote the market-oriented operation of heating enterprises, cultivate and standardize the heating market, and straighten out the interest relationship among heat sources, pipe networks and users.

(5) Strictly supervise and manage the whole process of construction.

In the planning of urban new area construction, old city renewal and shantytowns transformation, local people's governments at all levels should establish and strictly implement the requirements of green construction index system, housing and urban rural construction departments should strengthen planning review, and land and resources departments should strengthen the supervision of land transfer. Corresponding to the implementation of green building standards, the housing and urban rural construction department should add green building related content in the design scheme review and construction drawing design review, and those who fail to pass the review shall not issue construction project planning permit and construction permit; supervision shall be strengthened during construction to ensure construction according to the drawing. For the voluntary implementation of green building standards, the green star standard should be marked when the project is approved, and the construction unit should clearly indicate the performance indicators of building energy saving and water saving in the housing construction and sales site.

(6) Strengthen capacity building.

The Ministry of housing and urban rural development should establish and improve the statistical system of building energy consumption together with relevant departments to improve the accuracy and timeliness of statistics. We should strengthen the construction of green building evaluation and identification system, promote the third-party evaluation, strengthen the capacity building of green building evaluation and supervision institutions, and strictly evaluate and supervise. It is necessary to strengthen the training of architectural planning, design, construction, evaluation, operation and other personnel, and take green building knowledge as an important part of the continuing education and training of relevant professional engineers and the professional qualification examination. Encourage colleges and universities to set up green building related courses and strengthen the construction of related disciplines. Organize planning and design units and personnel to carry out green building planning and design competition. We should extensively carry out international exchanges and cooperation and draw on advanced international experience.

(7) Strengthen supervision and inspection.

The implementation of green building action will be included in the State Council's energy conservation and emission reduction inspection and construction field inspection, special supervision of green building action will be carried out, and behaviors such as illegal construction of high energy consumption buildings, violation of engineering construction standards, substandard building materials, failure to publicize performance indicators as required, violation of heating metering prices and charging methods will be seriously investigated and dealt with.

(8) Carry out publicity and education.

We should actively publicize green building laws and regulations, policies and measures, typical cases and advanced experience in various forms, strengthen public opinion supervision and promote green building
